I just spent the morning in a Xilinx seminar in which they were flogging
the new 4.1i suite, so I should be able to answer this.  With Webpack you
can't do the bigger Virtex devices, you don't get the core generator, you
can't use some of the fancier stuff like Chipscope, and it doesn't support
"Modular Design" or "ITD", whatever the hell they are.  You get the Xilinx
XST synthesizer, but not the Synopsys FPGA Express.  Nor do you get the
"CAE Libraries" - but I can't tell what that is.
