Not true.

The equation says:
  if(TxBDReady & ~StartOccured & (TxBufferFull | TxLengthEq0))
    TxStartFrm_wb <=#Tp 1'b1;

It means that when you send small packets (smaller then the fifo size),
transmission starts as soon as the whole packet is written to fifo
(TxLengthEq0 = 1).
