An IAclSecurityManager is a ISecurityManager which uses Access Control Lists - the IAclSecurityManager maps IActions passed to isAllowed() (ISecurityManager) to IPermissions passed to checkPermission() (IResourceAcl) - IActions are only mapped to atomic IPermissions
