[ethmac] configure PHY

Hi, 
 i wonder how to configure PHY on the XCS200epq208 board.
Here is what I did.

I used ICS1893AF to test MAC (for power-up PHY address was 00001).
After turning on the power, I want to write value to the PHY 
configuration register (address 0x0) through the MII interface.I tried 
many things but had no success. i found that data on MDIO is correct 
using oscillograph,but no response from PHY.
