The Spartan-II FPGA Kit is about 280 Euros (inc VAT) this is about 243 USD ,
it includes the WebPack Software (it is free but they have put it on CD just
for convinience)
and a low cost JTAG cable for programming.

Their CPLD kits are also quite low cost and if u just want to get started u
can start with a CPLD kit.(that is your choice ofcourse)

Other methods of programming an FPGA are using Serial EEPROMs but for that u
would require Serial EEPROMs and a PROM programmer.
