Security Planning

  • Incident response has become an area of security and security planning that must be dealt with. In the old days, CERT, the Computer Emergency Response Team, responded to breakins. CERT, based at Carnegie-Mellon University was the clearinghouse for security information. In the past two years, this function has distributed itself. The FBI has established the National Infrastructure Protection Center (NIPC), which investigates breakins and other computer crimes. However, the cons of calling the FBI far outweigh the pros. The NIPC was originally chartered to investigate all computer felonies (violating the Constitution or damages in excess of $5000), but with the number of incidents growing exponentially, that value can be expanded by one to two orders of magnitude.
