Improvements

• Fixed ip fragmentation and reassembly code
• Added ICMP support for bad IP packets
• Improved ICMP echo request handling, "Network unreachable" is returned if the packet could not be routed
• Full ICMP support for UDP traffic, "Network unreachable" and "Port unreachable"
• Partial ICMP support for TCP traffic, "Network unreachable" and "Port unreachable"
