It really depends upon what you want to do and what your application is
(copper, fiber, 10/100/1000, auto-negotiation, auto-MDIX, status counters,
etc.).

There are some really low-cost PHYs out there.  Also, if your application is
a PCI application, that would put you in a different PHY market.  If you
need extended cable range, that would put you in another market.  Are you
doing an MII, RMII, SMII interface to the PHY?

For a basic, no frills, low cost, MII to copper 10/100 autonegotiated PHY, I
like the Altima AC101L (they are now Broadcom).  This PHY will also drive a
fiber transceiver.  If you're on a PCI application, a RealTek PHY is tough
to beat on price.  If you want some of the higher-end functions (auto-MDIX,
auto polarity correction, etc.) then you're in a different class of PHYs
(like the Broadcom 5221 and derivatives).  Finally, there's the old standby
Intel (formerly from Level One) 97x parts.  I think Kendin also makes a PHY
family (it's been a while since I've looked at them, so please excuse me if
I'm off on Kendin's product offering).

All of the above can be configured to a default state that is usable.  IMHO,
I think your driving factors will be the specific features of your
application, your available supply voltages vs. the PHY's requirements, and
price (if you're cost sensitive).
