First you should think about it a bit:

1) What exactly do you want to build ? MPEG Encode or Decoder ?
2) Which MPEG revision do you want to implement ?
3) Will it be a pure hardware solution ?
4) Write a specification first, before starting an official project.
5) Find people who will help (if you need help) first.
6) Make sure you can do the actual design all the way to the end.
6) Read the FAQ.

We already have to many projects that have been started and don't
make any progress because the initiator took on way to much and
can not complete the project.

If you are a beginner, how about first help out on an existing project
and learn what is all involved to bring a project to completion.
