I use mkfs.ext2 from Mandrake 6.0
mkfs.ext2 -V tells :
mke2fs 1.18.9, 22-Dec-1999 for EXT2 FS 0.5b, 95/08/09
              Using EXT2FS Library version 1.18.9

I agree with Enno, it would be more satisfying to let mu calculate the required number of inodes.
Can you do that ?
